CEO at Malta Government Investments

Herald joined MGI as CEO in 2015 and chairs the Investment Committee. Previously he held various senior executive positions within the Public Service including that of Director General (Financial Policy and Management) within the Ministry for Finance where he was responsible for tax policy, efficiency gains, financial reporting, pay and financial services. Before joining MGI he chaired various fora including the National Payments Strategy committee and the Transfer of Residence Exemption board. He also acted as alternate member on the Malta Council for Economic and Social Development (MCESD), member of the Financial Services Committee (Council of Europe) and the Investment Facility Committee (European Investment Bank). Throughout his career Herald led various large scale projects, acting as Chief Co-ordinator in the Census of Population and Housing that was carried out in 2005. He led the reform of the vehicle registration tax and the annual circulation tax with revenue exceeding €100.0m per annum. He sat on the board of the Malta Public Transport Services (Operations) Ltd. which company operates the bus network in Malta, taking over from Arriva (Malta) Ltd. His current professional interests include business transformation and securitisation. Herald holds a Master in Business Administration from The University of Warwick in the UK and a degree in education from The University of Malta.
